✭I 'think' Daggerfall Covenant might be the least populated. But that's going off something I heard in the past so it mightn't hold true anymore (or it may not have been true to begin with). That being said, my characters are mostly all Daggerfall Covenant, and there are still plenty of other players about.
So the take home message basically is: I wouldn't worry about it guiding your choice for they're all populated.If you can be anything, be kind.0 -
