Client stuck at loading, can't even reach the "play" button

My friend is having an issue with his game client, that when he opens it it gets stuck loading and won't even load enough for him to do a repair or select anything at all it simply stays as the typical background with no info in it at all where the news, updates, play button, download bar and other game options would be. We have tried hard resetting his computer once already and it didn't change anything, neither did restarting the wireless. Has anybody run into an issue like this before that has a solution that doesn't involve re-downloading the entire game?

As in this thread, make sure the firewall exclusions are there and let him try running as admin. otherwise it should be fixed with running eso.exe directly without the loader. but that obviously only works till the next update.

@Hail_Enki_666 can you please ask your friend to submit a ticket to https://help.elderscrollsonline.com for an agent to look directly at their system reports and diagnostics? There are a few issues that can cause this that are specifically related to software on the system itself.

Thanks for the help all. Eventually it loaded up for him but I ended up backtracking to find the .exe after my brain started working. That worked instantly for him. Since then his computer has stopped doing it and loads fine. Very random.
