does it scale down like the werewolf quest? or is it a set level quest?

No it doesn't, enemies are level 40+ I did it at level 27

I've never understood why the werewolf quest scales to the player's level, but the vampire quest doesn't.

To answer your question, Skoomaking916, yes, I believe ranged attacks and feeding off the enemy NPCs should work. Try not to lure more than one at a time, though, especially if you're relatively low level.

If you're careful you can do the quest at low teens. I've done it on a 14 NB. Just make sure the weapon you want to use is selected before starting the quest. It wouldn't let me weapon swap.

The lowest level I've done it at was 12, but the enemies don't scale any lower than level 38, so it's not particularly easy at low levels. I'm pretty sure other have done it at lower levels than me, but at low levels you really have to be careful with your weapon and build to make sure you can properly kite the enemies.

yea i just did mine last night as a lvl 9 talk about hell until i figured out that i can keep killing the first two until i hit ten then just die again go back to way shrine and complete quest lol

The first 2 are definitely the easiest to kite...
