I always thought red guards were more of a middle eastern inspired culture. Either way the races of ESO are fictional and may be inspired by actual cultures here and there. The ESO races have had their own rich history that informs their fictional views of other cultures. Many religions forbid certain actions. It helps to offer narrative capital and opportunity for player agency.

Listening to the comments of the down trodden, whinging NPCs in the game does add immersion to the game. It's an explanation for why they can't save Tamriel themselves and rely on my heroic prowess.
Racism used in an effective manner is actually an excellent way to encourage anti-Racism. It's like holding up a mirror and when you don't like the reflection you see, you change.

Doesn't necessarily lead to a better narrative. Why the hell would you want to deal with something as mundane and irrelevant as sexism in a fantasy story? It gets tired pretty fast.
