Both those theme tunes have motifs first heard in Soule's Morrowind theme, as did Skyrim's by the same composer.

It's Jeremy Soule's "Elder Scrolls" Theme Tune. Morrowind, Oblivion, Skyrim and ESO all have different versions of that same tune.
