Still seeing the UI error code upon login.
Still seeing black sillouettes after fast travel.
Still have the horse bug.
Either these won't get fixed or I'm assuming were gonna get another patch
And that scares me.

On the PS4 you need to delete the 10MB local settings file (not the whole game!) and then go into the game and set your options up again. That has fixed it for me and I don't expect that ZOS will be pushing out a patch to fix it. Hopefully, the file does not get corrupted again.
I wasn't even playing for 30 minutes until I found those 3 bugs, two of which I thought I read they were going to fix included in the patch last night along with the day 1 patch bundled together. My little internet can't handle another 15GB patch.

I don't think PS4 users will be seeing a 15GB patch again. I'm pretty sure yesterday's was just a fluke. I doubt they planned to make it 15GB. However, I'm sure over the next few months there will be plenty of patches and one can only hope a true update (that I hope is 15GB, lol).

The only problem is patches in this game are a re-download of all the same content, just tweaked/updated. Just like on PC, the patches will generally be a few GB minimum.

The 10.49MB Save Data for settings?
Just wanted to make sure since. this is the first I've heard about it lol.

That is the file I deleted. Just the ESO one and just the settings save data. Not the game or anything else. Specific to ESO only.
