Werewolf bite

I am looking to become a werewolf and I haven't been able to be infected by ai's. when I go to werewolf shrines and see if anyone will infect me they already have infected others. I am willing to pay at least 10 thousand gold maybe more if I have to.

I am in the ebonheart pact and am vr1. I play on Xbox one and my gt is Snake007210
