Hmmm probably not. If he was magicka based, he could load up on class skills and just use a sword and shield for the hell of it. I think he would be better off (dps wise) going 2 hander or dual wield. For leveling up, it hardly matters.
The Captain is right, Sword and Shield is not really made for DPS'ing as far as its skill line goes.
However, there are a few good class skills that could be used to drive DPS whilst having a sword and shield equip. Biting Jabs for instance is a great stamina morph class skill that hits like a truck and you can actually level from 1-50 by spamming just this skill alone.
An alternative could be looking at having a two-handed set up with the sword and shield on another bar. The two-handed setup will provide great DPS and your friend can quickly swap back to sword and shield as needed.
As a templar it probably wont work out too well, IMO.
However, a nightblade could keep up the appearance of 1h/shield while using class abilities for better damage output. If you go stamina, surprise attack and killer's blade are both melee attacks that look like you're using your equipped weapon, and are stamina based. If you want to go magicka based but keep the sword and shield, you can use the magicka morphs for these abilities.
The weapon attacks for 1h/shield just dont do a lot of damage. Your best option is deep slash, which hits 3 targets and does moderate damage. Shield bash isnt half bad either, but wont match up to the damage done by other weapon abilities.
