Not truly known yet. If you are a subscriber, they should be. But we don't know yet about others.

In all honesty, I feel like they should give us a few updates for free since we haven't gotten one in a long time, but this is really the only way they have of making money, so I doubt that they will be.

But you lose access to it once you cancel sub. Then if you still want it but do not want to sub again, you will need to purchase it from crown store then it is yours for good!

Yeah they just sold a few million console copies so the are on ramen noodles here...

But for one do NOT think DLC should be free, but I am an ESO+ member.

I may be miss-remembering this so correct me if I'm wrong anyone, but wasn't it announced that I.C would be free? I'm almost positive someone from ZoS said this when we were transferring to B2P...

DLC zones will cost and be in the Crown Store.

New game systems etc will come in incremental patches (Such as second half of Justice System should it materialize)

As for Imperial City, I am guessing it'll cost ya around $15 - $20.

I am going to say that the Imperial City will be free. I think this because it is such a big thing for PvP and it needs to be for everyone.

Everything after will be paid DLC.

Yes, I asked if there was am official announcement on this yesterday.
@KingRebz, if I recall correctly they did say that most content would be paid DLC, while Any content that affects the masses on a global scale, such as Mechanics, would be free.
I'm assuming the city itself will be paid DLC, what I really want to know is if the new motif is also locked behind this DLC?

The game is BtP now, so I guess that means the cost of the game buys the initial content only... Thus expect 99% of all future stuff to be wanting payment... (all extra zones and such) - either ESO+ subscription, or DLC crown cost. After all, they have to keep paying their server costs and salaries and still show a profit so the suits in the boardroom don't shut down ESO...
Personally I have no problem with that. Putting my money where my character is, so to speak.

Subs will get DLC for free (included in the sub) but you'll lose it if you unsub. Non-subscribers have to buy them for cash/crowns. Some suggest that IC _might_ be free-for-all, final confirmation remains to be seen.

ES+ gives access to all content also gives you 1500 Crown, boosts or you can buy them as DLC, and not pay for ES+. Of course this is Zen, so things change alot. This game still leans forward sub (ES+) even its B2P.

While I expect Imperial City and Orsinium/Wrothgar to be DLC for which they expect payment, if that is indeed going to be the case it leaves a pretty bad taste in my mouth since these were promised additions LONG before the game went B2P. They should be free updates based on that alone. Otherwise, my suspicion is going to be that ZoS deliberately held them back as long as they did just so they could make us pay extra for them. And that stinks. I'd LIKE to think the company is better than that.

I suppose it depends on what is meant by the comment pasted from one of the race change threads (bold added by me). Mechanic changes like racial passives would be pushed with updates to everyone, not just to people who purchase/rent DLCs. I expect it will be clear in July when they start releasing more info.
We talked about this a bit in last Friday's ESO Live, during our Ask Us Anything segment (around the 45:45 mark.) We are planning some small tweaks to racial passives in our next major update (with Imperial City.) After that, we'll reevaluate. Long-term we may consider putting race changes in the Crown Store.

Well, IC is technically a part of Cyrodiil, so that means they would just unlock the entire Cyrodiil, it's not like a brand new area in tamriel like Craglorn used to be, nor as big or expansive.
So yeah it should be free. They are just making the PvP zone into the thing they advertised us so much. Instead of a half-arsed horse simulator with no real purpose.

Depends. If it is a contact patch, yes. If it is a stand-alone expansion, no - it will require either a purchase, or an active subscription.

I think the Imperial City should be free. It would disrupt PvP if half the group didn't have access to a location they're fighting for... And PvPers deserve an update after being on the sidelines for so long.

It is a new area, sort ot. You get inside through the sewere, so it's easy to lock off.

I loooove the smell of schadenfreude in the morning.

So, the same community who allegedly "begged" ZOS to make the game F2P (or B2P, if you care about the distinction) is now begging for free content. Priceless.

P.S. If it were up to me, the game would still be subscription only and all content would be free.

We didn't beg for F2P, on the contrary, most of us here on the forum was opposed to this idea.

When Firor compares what Elder Scrolls will offer its premium players to free offerings, he brings up issues that F2P titles once had in abundance, yet are not as prevelant now. "Elder Scrolls is about being in a giant world, where you’re exploring, and you go to a dungeon, and you don’t get a paygate in front of you saying you don’t have this dungeon," Firor says. "Which means, to us, you need to monetise it outside of the game." While paygates are increasingly less common, some barriers still persist. Certainly, the penny-pinching tactics found in The Old Republic are not desirable.

And there's something to be said about not being confronted with extra costs while in the game itself. "You go outside the game, you pay your month, you go in the game, and when you’re in the game, you’re in the game," Firor clarifies. "There’s no real world stuff reaching in to grab you." Few things break immersion quicker than a game telling you that you can spend cash to unlock chests or get special gear.

alternatively! u can even SAVE money not sub till it comes out, sub for a month till your done with it and be done. or not sub then with the money u saved by it outright forever.. want me to go on?

They also promised that we would continue to have to pay $15/month to play the game back then too. You want them to keep that promise too?

So if you want the original terms, then just subscribe. You'll get all the DLC for free, as originally promised. And you'll also pay them your monthly sub, as originally promised.
