Werewolf/Vampire infection questions

So how long does it normally take to get infected? Is there a ratio for it or what?
If there is a ratio is it influenced by a level gap between player and mob?
Do some werewolves and vampires NOT infect players?

Reasoning behind these questions: Took a Lv5 to Grahtwood to attempt to get scratched by a werewolf because I came across a pack of 3 Lv17 werewolves just a bit northwest of the Gray Mire Wayshrine and I let 1 of them wail on me but never got infected. And before anyone says anything yes I am aware a quest is required and that I am not quite ready for it I just wanted to get scratched was all lol

There is two ways, have another player bite you.

Or have a special spawning mob infect you.

Only certain mobs that spawn on certain nights in certain places are able to infect, specifically they spawn on the last map of a faction on full moon's (werewolf), and new moons (vamps).

Also werewolf quests scales to your level so mobs will be 17 if you do it now, so it doesn't matter when you do it just as long as your atleast 12.

Good to know because I was under the impression I was better off waiting until the 30s lol

'tis a pity but I suppose I shall wait then lol thanks.

Oh and in regards to getting infected by another player I knew that already but was aiming to get infected by a mob instead.

Its not that simple,

My understanding is that you can only get infected by them when there is a full moon.
