Question about Cyrodiil PvE Quests

Today I did a Cyrodiil PvE quests marathon where I completed all 50 in one go (my personal record^^). What I've noticed were other alliances' players not attacking during these quests, neither in towns nor in quest delves. It was amazing, they obviously saw me and just did their own thing, like I did, too. Except for one who tried to hunt me near Cropsford but my Guar was faster ;) Also in the well-known Cracked Wood Cave was an enemy player, he saw me, but kept grinding while I was just getting the skyshard and the quest item. This was pretty cool^^ Is there some kind of agreement amongst alliances to not kill when doing PvE quests nowadays?

    Nope. You were just really lucky.

    Most of my encounters with other players have resulted in a fight, with a few exceptions, but I have friends who actually went along with a player from another faction to take down a boss or something like that.

    That's exactly how I knew if from my other characters, that most encounters ended in a fight. Really strange that it was so different today, maybe I really was lucky then :)

    You were EXTREMELY lucky to be online with people who were smart enough to realise you weren't a threat and were doing your own thing.

    It's rarely that way. Occasionally I get the odd wave and move along, nothing to see here.. but its rare

    They were doing their own thing, too :) No one attacked, we just noticed each other (whereever I was) and went in different directions^^
