Duel wielding question

While running duel weapons. If I have increased attack speed on one, will it count for both weapons or just the one with it on it?

    It should just simply increase you attack speed in general. One weapon will not swing faster than the other.

    Is that definitive? I'm trying to find out definitively so I know wether to craft it to both or 1.

    If you put the buff on both weapons your total attack speed increases.

    I do believe that there is diminishing return values on the off-hand weapon though.

    So, just as an example: if with your main weapon you gain 1 point in speed, your off-hand might only gain you 0.5, or less, of a point. But they will both increase your over all speed, not directed at any one weapon.
    It's calculated as a percentage if I remember correctly.
