Any idea why my V14, lvl 50 provisioning, 6/6 improvement has writs for 4th zone?

Until the recipe fragments came out I didn't care much about what writs I was getting since the cash reward for them was always the same, but it seems a few of my characters (and friends characters on other accounts) are bugged.

Specifically, these characters are V14, have 50 in provisioning skill, and have 6/6 improvement. When they pick up a provisioner writ in Craglorn (or any other locale), the write SHOULD be the lvl 6 writ that is claimed in Craglorn. However, for one of my characters it is invariably a lvl 4 writ instead (that has to be turned into Alikr Desert), and for another about 50% of the time it's the lvl 6 Craglorn writ and other 50% the lvl 4 writ. My friends have similar issues. Other V14s we have get the lvl 6 Craglorn writ 100% of the time.

Is this happening to anyone else? Is there a reason why?

Silly question maybe, but did you do the main story questline on that particular character? If not, and if you just grinded (is grinded even a word? What's the past tense of grind?) to get to VR14, that'll be why.

Did that character do the quest (catch the cart) to get to craglorn or did you port to a friend the first time?

Both good questions. By memory, I do believe the ones getting the lvl 4 writs are the ones that powerleveled (never went back and completed the main quest), so I bet that's it! None of my characters did the "catch the cart" quest (they all ported in). To this day I still don't know where you catch that wagon!

This is happening to me as well, but only on some of my characters. Thing is, I power leveled all of my characters, and I've never been on that cart in my life. Also, I just started getting those level 40 writs on a character that got the level 50 ones yesterday. Very confused.

Yes the writs are also tied to where the character can "legally" deliver. And the delivery has code that checks if the character "should" have access to that drop-off location.

I can repeat the process every time I change the Improvement skill on my non-vr alts, unless they have completed "quest access" to those areas they will not receive a Writ V or a Writ VI.

In the faction capitals. Wayrest, Elden Root, and Mournhold should all have the cart if you visit the town with a VR1+ character.

It looks like I was able to get the lvl 6 writs instead of the lvl 4 ones by completing the Hollow City quest by simply talking to the Groundskeeper in the Hollow City. Took 2 minutes to port there and complete the quest and now it's been lvl 6 writs all the way.
