So I haven't played since November...

Is there a good place to learn about all the changes or do I have to wade thru the discussion threads and glean some useful tidbits? Things look different enough that I'm tempted to sacrifice one of my low level veteran toons and try playing thru again from level 1. Are stamina builds finally worth playing or is this still a "sticks and skirts" game? Anyhow thanks for the (hopefully useful) replies in advance.

Try the patch notes since November, they should tell you what all the updates have been since then!

Nothing of any significance has changed since well before you stopped playing.

Seriously, the game has stagnated for nigh on a year while ZOS went F2P and concentrated all their development efforts on the Store and Console release.

    Here's the highlights:

-stamina builds are much more viable than they used to be
-several class abilities now have morphs that change the ability so it costs stamina and is based on weapon damage
-half of the justice system is now working, allowing players to steal, pickpocket, and murder. Outlaw refuges exist in all major towns where you can get rid of your bounty and fence stolen goods.
-aoe caps in pvp are much larger now, so your aoe spells hit more enemies
-armor values are different now, with heavy armor offering significantly more defense than light. Medium is in between.
-there are veteran rank versions of all dungeons now
-at veteran ranks, you earn champion points by gaining xp that can be spent in champion skill trees for passive bonuses
-champion points are account wide, but are spent separately on each character, so your new characters benefit from earned champion points.
    PS4 / NA
    M'asad - Khajiit Nightblade - Healer
Pakhet - Khajiit Dragonknight - Tank
Raksha - Khajiit Sorcerer - Stamina DPS
Bastet - Khajiit Templar - Healer
Leonin - Khajiit Warden - Tank

    - nirncrux is in game as a new armor traid, +25% Magic resistanz. just can be crafted
    - new xp pot, can be crafted or bought via cs
    - Sanctum, new Trial (or was it allready in back then?)
    - Some Skill reworks, like Inferno from DK, it is now like Magelight from Mageguild, just better.

Any new content worth doing, especially in PvE? Or is UC still the last area they added?

You are screwed because you will have 70 CP. have fun grinding 200CP up to be on the "average" like others :)

Wuth? Yes they scale up to the partyleader lvl, but there's only 2 vr dung added since release so still only 8 real vr dungeons
Haze Ramoran Dunmer Dragonknight Tank/Dps – Smoked-Da-Herb Saxheel Templar Tank/Healer

Following on the topic of dungeons:

All group dungeons now scale to group leader (normal dungeons have a minimum level, I believe) all the way up to V12.
There are daily undaunted pledges that allow you to get a silver key (normal dungeon) and a gold key (vet dungeon) that can earn you special sets (3 undaunted sets and a series of boss head/shoulder sets). If you go to the second zone of your alliance you will see people trying to form groups to run those.
