Useless NPCs with Green Health Bars

It is obvious that you can only murder an NPC that has a yellow health bar at any given time but why do useless NPCs you want to murder have to have green health bars which means you cannot murder them? That damn collector *** in Vulkhel Guard Manor's bank area has interfered with my thievery more times than I care to count and I want to kill her SO badly but cannot because she has a green health bar. Come on Zenimax at the very least let us kill the likes of her! SHE NEEDS TO DIE >:O

    I'm more of a do it myself kind of guy though. Isn't as satisfying to hire an assassin when I can be one myself :p

    On that note though it would be neat if the Dark Brotherhood was part of TESO. It would be like crafting writs where you get a daily target and to spice it up make it for those damned protected NPCs.

    critical npc's like questgivers, merchants and the like cant be killed for the sake of preventing griefing

    Hence the title of this thread. The NPC in particular I am mentioning has no dialogue beyond talking about collecting taxes and serves no purpose to the vestige whatsoever other than to get in their way.
