Vet Campaign - Anyone can join, regardless of level. (Level 10 - 49 & VR 1 - VR 14)
Non-Vet campaign- Only Non vet players can join. (Level 10 - 49)
In ESO, once you reach level 50 you will become veteran rank 1. You then continue to level until you reach the maximum level of veteran rank 14.
