Question about Spellpower Buffs and Templar Skills

Hey guys,
I have a few question. I hope you can help me
Templar Specific:
1. Vampires Bane/Reflective Ligt: It does increase the crit change, but can a DOT in ESO, here Vampires Bane, crit itself?
2. Backlash: Is backlash restricted to the "maximum X DMG"-description in the tooltip or can it be inreased if im using entropy to increase spell dmg for 20%? Furterhmore, can Backlash crit or is it really all restricted to the maximum dmg mentioned in the tooltip ?
3. Can Radiant Destruction hit critical?
Destro-Staff:
1. Does Elemental Force also increse the ability of all my skills (not only destruction staff skills) to set enemys in fire, because the tooltip only say "for all skills, if desto-staff is equipped"? (so for example: witth this passive, would vampires bane/radiant destruction/ dark flare etc ignite people?

2. Backlash can crit, I believe. pretty sure it's affected by Might of the Guild too.
