Question About Skyshards/Alliance Territories

Noob here, quick question. I though I understood that I could only visit ad explore area of my respective covenant. I've seen some Skyshards guides and it seems they're wording things as if I can gather Skyshards everywhere.
Is this true? An example to clarify, if I'm in Ebonhart Pact, could I go gather Skyshards in Daggerfall?

✭✭✭✭✭You can, but only once you have access to those zones, which means that you must have already completed your own alliance's zones and completed the main quest.
Once you've done that, as an EP player you can then start adventuring in the Daggerfall Covenant zones, except they will be scaled to Veteran Ranks (Glenumbra and the starter islands will be VR1, Stormhaven will be VR2, Rivenspire VR3, Alik'r Desert VR4, and Bangkorai VR5), and once you've completed those zones you can start adventuring in the Aldmeri Dominion zones (Auridon & the starter island will be VR6, Grahtwood VR7, Greenshade VR8, Malabal Tor VR9, Reaper's March VR10).
