Usually when this happens the NPC is following you. You can abandon quests and hope that gets rid of it if you can't find the NPCs. Not a sure fire solution since we are not sure if this is a bug or intended.PC NA

I just spit my coffee all over my desk laughing so hard. I'm sorry OP but you just didn't get the joke. All of the first replies posted are things that NPC's say frequently and some of them were broken at launch so when they were said you could hear them all across the zone no matter where you were.
It happened so much that lines like "Ranser! You madman!... It's time to finish this!" is just embedded in our memories. Sorry you didn't get it, but it really was very funny.
My guess is it's a bug. NPC trigger broken. It may be specific to the zone (or the specific instance) of the zone you are in. It's probably happening to everyone there and could be fixed by server restart.

✭✭✭✭✭If you were on the PC you could try using an addon called Banker Shutup, which is mainly for silencing bankers (who say the same 1 line each time you speak to them and end up having the same effect on players) but it also adds a mute button to all NPCs. (Although the mute button is in the dialogue window so I'm not completely sure it works on lines they yell out, I may have to test that.)
If it's happening constantly, and especially if you can hear it across the whole zone, you should report it as a bug so ZOS can investigate and fix it. Although it may not be an easy thing to fix since I've heard of similar sound bugs coming up frequently - there was one not long ago where the sound of someone harvesting a rune would play across the entire zone, which confused a lot of people until it was fixed.PC EU player | She/her/hers | PAWS (Positively Against Wrip-off Stuff) - Say No to Crown Crates!

Not a bug, Kehnarthi's Roost has a related thing.
There is some quest line related to it. The voices will end when you burn some books at the end of a quest line in Khenarthi's Rooost. The voice says "AAAAAARGGGHHHHH, IT BUUUUURNS!!!!!!!!" when you do it.
It's the same thing in the zone you're in, just a matter of finding the right quest line.
