Quest Bug - Deception in the Dark

I am trying to run the quest Deception in the Dark in Harborage. The very first step in the quest is to "Kill Investigor Garron," and it is guiding me to a waypoint that should be the portal by Varen. However, there is no portal, it's just a door waypoint in the middle of an empty room, and I can't continue my main quest story line.
