Which Motif Pack offers light armor crafting (Motif Pack: Dominion Races, Crown Motif Pack: Covenant Races or Crown Motif Pack: Pact Races) ?

All of them. Crafting a racial style allows you to craft light, medium, and heavy armors and all weapon types for that racial style.

None.
You can craft your own race's style by default. Other basic motifs are very easy to find in desks, backpacks and cupboards.
