Xbox One, Hit Werewolf Transformation IV, cannot morph it.

I thought the highest rank you needed to hit a skill was 4 to morph it. I've looked it up and cannot find it anywhere. Yet I finally hit 4 with my werewolf transformation ultimate and was excited to morph it, even had a skill point waiting for it, only to find there's no option to morph it. Is there something going on, or a way around this, or did it change to a different rank?

While it is true you can only get a skill to rank IV you have to max out rank four before you can morph it.0
