The new perma-CC is based on chaining CC with templar toppling charge. I have not yet found out exactly which combination is at fault, but toppling charge is always part of it. This is in regard to being perma-CCd victim, not in any kind related to stuck by charging.
I have found that it wears off after approximately 5-10 seconds but sometimes results in a minute of being unable to crouch, attack, use skill, mount, or jump. This secondary bugging can be shortened by completely draining your stamina bar once, which happens quite fast since you actually drain it by just moving around (the only player action possible after getting out of the initial perma-CC). This secondary effect is definitely related to lag as well, as this only happens in lagged out scenarios.
The perpetrators are always the same handful of people, so it can't be an easy to find exploit or involves more malicious actions, but it starts to spread. I have now 3 Templars on Azura EU marked for being part of this. Will continue to report those that I can reliably identify.
i think it has to do with being gap closed/dissoriented/soft cced (weird silence and snares and immobilizes) and hard cc'd.
I've done this to people frequently when i was slotting volcanic rune with daedric mines and streaking. Now that i droped rune and went BoL i can't remember it happenening.
