Provisioning Writ Requirements?

I have a level 10 character that is level 50 in provisioning. It was just a mule that I chose to max out in provisioning. I went to go look at the crafting writ board and have noticed that I can't get any. Is there a character level requirement for accessing writs or is there a pre-req quest I may have missed to enable them? My understanding was that writs are based on the skill tree level and not the character level, but just wanted to clarify.

You do have to complete the certification quest before you can do any writs. For provisioning you should go to the Mages Guild in the first major city of your alliance (so Daggerfall or Vulkhel Guard or Davon's Watch), and the quest giver who certifies you will be there. Of course, with a level 10 and level 50 provisioning, assuming you've got skill points in the Recipe Improvement passive, you may have trouble actually getting to the place where you have to drop off the writ, as it will be several zones above your level.

While you will not be sent to Coldharbor or Craglorn to drop this off, you may be sent to Zone 4 or Zone 5 for the L50 Drop Offs. If this is the case, find a guild mate or friend who is in your alliance and can get to that zone. They can port you over to the city.

Note, some cities you go to, like Velyn Harbor is under siege, so you have to be very careful to get to the drop off.
