Think about it this way, nearly everyone that plays in Cyrodiil is a sheep follower that doesnt ever want to be the leader or the guy going first, because they A. Dont want to die, B. Dont want to be responsible
So what actually happens, is one brave soldier steps off that front porch of Nikel. Just going somewhere, a couple of people step off after him, then more, then more. As they arrive at ash and siege, curious onlookers show up, next thing you know theres 30 people there, then 40, as the wall gets saturated with people dying and respawning at roebeck to return to nikel to ride back up to ash
If this massive group is successful, they then stand in the courtyard of the taken keep, probably on the porch, waiting for someone to move (or possibly a small organized group that now formed within this zergball). No one wants to be the leader, no one wants responsibility.
What do we do now?
Some brave soul mounts a horse and jumps off the wall to the north...
and the zerg moves anew
The other variant is an organized guild running around that everyone flocks to and follows because of safety in numbers. These zergballs can get hysterically large, ive seen them 100+ because that core group of 12-20 inside does all of the real work, while the lemmings around them play meatshield and absorb all of the damage. Safety lol.

ZOS isn't going to penalize the majority of players of the vast (yet vocal) minority's kvetching.
The solution is for ZOS to fix its lag issues, which is what ZOS has admitted is the fix to this.
This continual focus on either an I Win button vs a larger group or some sort of penalty for that larger group is unconstructive and only leads to taking the focus off ZOS's mismanaged server code.

As a group leader who is currently recovering from lead burn out...I concur with your assessment. People need to remember this is a game. Grow a pair. Try leading. Sure you're gonna wipe! But the victories make the wipes pale in comparison.
