Sure you could toggle it off, but there are players who will never leave the safety blanket of text chat and kinda force anyone that wants to communicate with them to do so as well.

Turn the HUD off. Offer that argonian a sweet roll you just made.
Ask that new guy if he needs a new sword or help in. A dungeon. Its kinda fun to just walk up to someone and ask them what enchantment is making that sword glow like that.
The PC version exists.
Try that out if you want a map addon to tell you where each skyshard is.
I want to look for myself.
