Where to find STOLEN pants and belt?

Hello,
Im trying to do Indecent Exposure achievment but im having hard time finding two pieces of gear to steal:
Pants and belt
There is absolutely no problems finding helmets, paldurons, chests, boots, gloves but those two above are like nonexistent?
Anyone have advice where i can snatch them from?

✭✭✭✭✭Pants are sometimes found sitting on a counter around where you'd find armour on racks. For belts, you have to search containers and hope that you're lucky.
