Scion of Blood Matron - Vorundil Won't Spawn at Nearby Wayshrine?

Long story short, I was bit by a Bloodfiend in the Rift. I contracted vampirism and it shows under character actives. I went to the nearby wayshrine and Vorundil never spawns. I've been to ever wayshrine in the Rift and he never shows. Glitch or am I doing something wrong?

✭✭He is not at a nearby all wayshrine. He is actually just outside the City gates of the main city in the last zone.
