Loadout question

Once you hit level 15 you open up your second loadout. I'm wondering if all powers need to be in both loadout to continue their duration when you swap to your second?

For instance, I know that if I spawn a volatile creature to aide me in battle and I swap to my 2nd loadout he disappears unless I have him in my 2nd loadout as well. Now would this apply to a debuff? Let's say I throw weakness to the elements, making the enemies vulnerable to lighting then swap to my next loadout, will that debuff still be active if the power isn't in the 2nd tray?

Also, if I'm using crystal shards in one loadout (tray 1), but not the other (tray 2), will it still possibly proc if I throw a power from tray 2 then swap over to tray 1?

To keep anything you have summoned its has to be on both bars; i.e. Unstable familiar, Winged Twilight, and Bound Armor.
Everything else is a castable, and the effect stays on the mob or your self even when bars are changed.

Edit; Forgot to mention some passives only affect skills from that tree, so swapping bars might negate the passive.
