Question about Lava Whip..

When I shield charge / lava whip or talons then lava whip my heavy attack isn't stunning them even though they have the off balance circle around them. So how can you use a heavy attack with lava whip off balance since it only lasts 5 seconds?

I know there's a cc global cooldown or whatever just wondering how it's possible to use the offbalance.
