A great variety of builds are available to make an acceptable tank regardless of race. That being said, the class more atuned to that role is the dragonknight. And as for race...I would say maybe a nord, dunmer, orc or redguard. Depends on your play style really and if you even put that much stock on their racial passives.

Actually, why don't you read the guide on the fan site, because right now, the game is having issues...unless of course you want to play "Dodge the Crash", in which case, play it at your own risk.

Now, on topic, Dragonknight or Templar, and maybe a Shadow Nightblade.
