Horse Training not carrying over to new character?

My horse training had been carrying over between characters like it was account based but on my newest character, no training has been applied to his mount.

Horse training is character based, not account based. You have to level up each character individually. You can train them once every 20 hours, or check out the crown store for some upgrades you can buy.

That's the old way from what I understand. They changed it to be character based.

But either way, my horse training carries over across 4 characters, just not on the fifth for some reason.

Horse training is not acct wide on console, its character based only each toon needs to be lvl'd individually!

horse training has been character based, even on PC, for quite a long time.
