You can get bitten at any level. But the place to get a bite is in a high level map. This means that the person biting you have to escort you to the shrine and clean the entire way for you from the nearest wayshrine.
further, thet quest is you need to do then is somehwat scaled. The foes are highlevel, but you get vampireskills that are scaled for that level (I asume it is the same for werewolves). So at level 7 that can still be hard to do.
Also, the vampire debuff is always active. So you get the bad effects. The positives have to be unlocked based on XP. As you gain less xp at low levels, it takes a lot longer to unlock the positive effects.
Last of all, both werewolf and vampire brings an extra dimension to the game. So if you are new to the game it is better to learn to play without first.
So although it is possible, it is highly unrecommended.

nothing2591✭✭✭did the vamp quest on my lvl 3 templar so yeah you can do it at any lvl , but you need to kite one npc around some stairs takes about 2 min per kill and you get killed in about 5 hits, kite them and then wait for the same npc to respawn only 2 are within range of the stairsVR16 nb rank 28 svampenn1 -

The quests Auto level to you. You did not say whether you wanted werewolf or Vampire though.
The WW one is fairly easy at level 12 but the vamp one I would wait as you take a lot of fire damage as you try to do those quests and level.
In fact, you won't have many skill points yet to unlock the skill lines for these either. I'd wait until you have extra skill points available.
