The limit is per day, so with luck you can tough it out somehow.

The character deletion limit was put in place to stop gold sellers/farming bots and their never ending spam in zone chat. I was shocked Zenimax could so effectively shut the gold sellers down almost over night so I don't want to see the 3 character limit revoked or loosened up to allow more character deletions. If you'd been here for the early days gold seller zone chat spam fest you'd be happy the limit is in place too. The faming bots made questing difficult as trains of templar bots would appear and kill a boss or quest objecting, faming bots were teleporting around harvesting all the resource nodes and the spam...it never ended.
Lifting the deletion limit is a seriously bad idea and would likely result in a flood of new farming bots/gold sellers. No thank you. Never let those days return Zenimax I beg of you.

I understand that, but there has to be another way. Especially on consoles, we can't really hide behind alternate accounts. So I wouldn't imagine it would be a problem like on PC.

There might be another way, but until it can be found, the character deletion limit was a wonderfully effective way to stop bots. Until a better way can be found to combat the problem, the current solution should stay in place.
The only legitimate reasons to need to delete more characters than the current limit are all around not being happy with the way your character turned out. The correct solution to that is not to allow more/unlimited deletes - it's to allow you to make changes to your character post-creation in order to fix whatever it is you don't like about them.
