My bounty won't go away

My bounty is at 1,455 and I've been killed many times by guards and my bounty won't go away so I can't even walk around without being killed

hmmm, sounds like a very strange bug. I would really recommend making a bug report. I think you can likely fix this yourself. For the starter towns there are some easy tricks in reaching the refugee.

Vulkhel guard: use the wayshrine travel to travel to the harborage (yes you can use the map icon as a wayshrine to travel there). The refugee entrance is strait north.

daggerfall city: Travel to Baelborne rock wayshrine and travel directly west to the refugee. make sure you don't use the bridge, cause that one leads to the gates where the guards are.

Davon's watch: As the wayshrine is outside the city, travel to the normal one, do not enter the city, but first go youth to take some distance. then go west and north to the refugee.

When in the refugee, pay a fence to get rid of the bounty. If that doesnt work either, really contact support.

Did you have enough gold on you when you were killed to pay the bounty?

If they kill you and you don't have enough gold to pay the bounty.. you will continue to have a bounty.

Have you tried paying off a fence? Or passively letting it go away by playing a different character, or going to Cyrodiil?

You might wanna try avoiding the cities for a while if you don't have the gold to pay it off. It'll just keep growing bigger if you keep getting caught by the guards. Try getting some gold on a different character then getting a friend to bounce the gold back to you through the mail. You can collect it with your wanted character and have them pay it off. Just make sure you're not a fugitive from justice or the guards will murder you one last time before taking the gold from your corpse.
