Aqualina✭Yea, I've been going back and forth to the shrine only to find a bunch of people standing around mainly. I was even following the guide until it said go to a near by way shrine and then nothing lol0

✭✭✭✭✭Did you get infected by a mob, or by a player? If you were infected by a player you don't have to find an NPC - you should just have to go to the shrine and head straight to Hircine's realm from there to start the quest. If you were infected by a mob then you have to go to town to encounter the NPC who gives you the quest. I'm not 100% sure of which town it is for Aldmeri Dominion, but it's probably Rawl'ka.
