✭✭You need to harvest high iron ore, which doesn't start showing up until you're in the second main zone of your alliance.6

✭✭✭✭✭Iron Ore = Iron Ingots
High Iron Ore = Steel Ingots
You won't find high iron ore until you finished the 1st main zone in your alliance and moved on to the 2nd. That's usually somewhere around level 17 ...
