Yep- It's good. Should be able to easily pull 15-20k DPS with the right gear at VR14.

I can't find it anymore, but, it's destro staff / destro staff with an AOE and a ST bar synergized around fire damage w/ 2 peice (chest / staff) Torug's pact and the rest pretty much light Martial Knowledge and then Balance / Spell Symmetry to recover magika.

Yes, definitely go Inferno staff for a DK, ALWAYS, if you're going to be a magicka build. Since you chose Altmer, you may as well stay Magicka build because (believe me) being an Altmer makes it rough to play stamina.

This is the endgame build. A goal to shoot for.

Destro/destro is the way to go yes. From a min/max perspective Altmer is 2nd best race for DK so your good there as long as you build towards magicka. The magicka build is best suited for PvE.

As the others said you are on the right track. If you get tired of destroy staff you can also do one hander and shield. The DK class abilities have plenty of offensive skills for a Magika build that in some builds you won't even have a weapon skill slotted (Talons, Flame whip, scales, dragon blood, inhale, etc...)

Don't pigeon hole yourself into using just destroy staff, make sure you level up other weapons too so you don't get bored and have more options for different builds.
