Game language on consoles - Clarification needed!

ZOS, please clarify: Is it correct that players can NOT set the game's language to be what they like, but are instead stuck with their console's language?

✭✭✭✭✭Even if the game just takes it's language settings from the console couldn't you change the language the console is set to?
