I never liked how they are allowed to resell games at a lower price. But I guess when I get my XBox 1 I will be able to get it cheap. Also if the disc has a pack attached to it with no codes how could they tell the difference?

The disc has DRM on it just as the PC uses a code per user the console has a per user account.
The disc would allow anyone to play the game but any DLC or account info, saves, crowns are limited by account.
My Xbox digital copy allows anyone to play TESO TU but the DLC and crowns and characters are limited to my Xbox live account. The disc can't have packs attached to it. There may be codes for packs in the package but not on a disc in this case.
