Buying used copies of Xbox version at GameStop

I'm on the PC but my son wants to play on the Xbox version. I figured in a month or two there will be used copies for sale at places like GameStop. How will TESO handle license keys/accounts for used console copies of the game?

Atleast for xbox one there's no license or keys for the game, the person buying the used copy just needs to put the disk on the tray and install it. The only thing they wouldn't get is the code for the Adventure's Pack.

How does this work for used copies of the PC version?

I never liked how they are allowed to resell games at a lower price. But I guess when I get my XBox 1 I will be able to get it cheap. Also if the disc has a pack attached to it with no codes how could they tell the difference?

The disc has DRM on it just as the PC uses a code per user the console has a per user account.
The disc would allow anyone to play the game but any DLC or account info, saves, crowns are limited by account.

My Xbox digital copy allows anyone to play TESO TU but the DLC and crowns and characters are limited to my Xbox live account. The disc can't have packs attached to it. There may be codes for packs in the package but not on a disc in this case.

I don't see it can work, the PC version requires a product key to attach it to an account and if the code has already been used ZOS won't let it be used again.

The Explorers Pack (and probably Imperial Edition too) come with a one-time use code that's connected to your account.

Xbox/PS - Both physical and digital copies of the game
PC - Digital copy with media

    What do I mean?

Well on Xbox or PS you can purchase a game code to install but there is no physical media to install and you need to download it online. Xbox and PS though come with physical games option where the activation code is encoded on the disc and never leaves that disc which requires it to be in the drive upon running the game. PC on the other hand is where you purchase the digital code but they include physical media in the box if you want to install from a disc instead of downloading.

Xbox was going to migrate to the PC model (except with deactivation allowed to resell) but that blew up in their face and consoles stayed with the 2 options of physical vs digital compared to the one model on PC.

PC = two options to install
Console = two options to purchase each with its own install type
