Unfortunately you can't purchase a console transfer now, it was a limited-time offer for those who had an ESO account registered on or before 30/06/2014. If you didn't qualify or for some reason missed the deadline then you are unable to copy your account to console.
However don't fret, you can still buy the game on console and play you just won't have your current characters on console. Also, they may re-open the window one day (Who knows, maybe even permanently?) and if so allow people to transfer back-and-forth between platforms for a fee.
For now you will just have to wait, see and hope they re-open transfers again in the future.0 -
