From what I remember, that is indeed how you end the quest, and always has been. What do you think they changed and why are you so upset about it?

Apparently i have no option to kill them. instead my only option is to just willingly let myself die.... that upsets me A LOT

Be the Hero! Jump off a cliff! It takes all of 3 seconds and results in three souls being saved.

I understand you point though, there aren't many "options" in the game where you can make that sort of choice. It's usually choose one of the two/three NPCs who you will never see again anyway so that the other NPCs can say exactly the same stuff except for changing one name.
