OP, yes there are different issues that have been doing on since the conversion to 1.6/eso 2.0. The major one was with the glyphs and enchants not converting normally. I know in this last patch they had stated they fixed the enchant issue where the enchant would apply based on the type and aspect of the enchantment and not the quality of the jewelry.
I had a strange issue with the V10 Unassailable jewelry set when the conversion happened. I was grinding CP in Bangrokai and found another piece of the set I already had, and I noticed something strange. The set bonuses were lower on the items I already had in 1.5 than new ones I just found.
(2item bonus) v10
After 1.5 conversion: 841 max health
Found on new item: 853 max health
(5th item bonus)
After 1.5 conversion: 3400 dmg+spell resist after blocking
Found on new item: 3450

This in incorrect Nyghthowler. You can re-enchant almost any piece of jewelry you come across. There are only a few that state they cannot be changed.
There would be no point in collecting certain jewelry sets to use in conjunction with your other sets if you couldn't change the enchants on them, especially when they are purple.
The only thing on jewelry that cannot be changed are the traits.

gold enchants work best on gold jewelry
i feel like gold enchants that seem to work on lesser jewelry (like purple) is a bug/glitch
