The reason there is no cross platform between XB1 and PC or between XB1 and PS4 is because Microsoft will not allow it.

Since they put the millions (billions?) of dollars into engineering/researching/developing/making the system in the first place, yes, they DO have that decision. The console networks do not work together.
You can look at Xbox Live which existed years before PSN and on the prior consoles there was a Final Fantasy MMO where all three played together.
Now that each console provides social specific interactions....the games will need to utilize those in addition to the developer options of each game.
Bottom line, the reason we are not on the same servers is more related to oversights by ZOS of the requirements of BOtH PSN and XBl

The reason there is no cross platform between XB1 and PC or between XB1 and PS4 is because Microsoft will not allow it from third parties (the upcoming cross-platform Fable Legends is first party). ZoS just figured since XB1 will be forced to be separated, they'd make the PS4 separated too in sake of fairness for new console players.
Side note - The PC version is getting full console UI and controller support "After console release". That is not even remotely a reason for separated servers, much less the "main reason".
