Is there a new Imperial faction coming?

From http://www.elderscrollsonline.com/en-us - scroll down to the Alliances section, it lists the three standard factions, and a 4th - Imperial, and says the following:
As war ravages Cyrodiil, the Imperials have become fractured, seeking their own individual purposes amidst the turmoil. They can be found in the ranks of every alliance or opposed to all three, bringing their considerable skills to bear wherever they choose to fight.

Maybe I'm reading it wrong, but that last part sounds like Imperial is becoming its own 4th faction, that fights against all three of the others, or can swap between them all.

Thoughts?

    It is referring to the npc Imperials that you fight as pve mobs.

    I think it means they're not wholly dedicated to one faction as a race. Also their faction would be the ones in Cyrodiil fighting against all three factions to defend the Imperial City.

    That's just marketing... nothing more.
    A fancy way of saying buyers of the Imperial Edition can place their Imperial char into any of the three alliances.

    Yeah, exactly. But, that is not an option now, which is why I'm wondering.

    Sorry my writing wasn't the clearest. I meant to say that there is already an Imperial faction in the game but it's not one accessible to players. It's the NPC grouping of Imperials that you see around Cyrodiil and will more than likely be within the Imperial City expansion.

    Would be interesting to have that as an option for players to join but it won't ever be happening due to the way the game was designed.

    Would be fun to create an Imperial faction (only playable in Cyrodill) which are basicly outcasts. No save zone, no quest givers. Sort of like the pirate guild in ArcheAge. A secret hideout could be added if people do want a save zone, like the sewers of the Imperial City, only accessible by Imperials. Multiple entrances could lead to it.

    Cannot claim ruby throne after getting the emperor keeps of course. but can claim keeps and resources.
