Do things like burning effect regeneration of stats?

Was just in game and noticed a few pvp lads saying that if you apply burning to another player, there health/stam/magika regen stop until the effect is removed... Does anyone know if this is true? As i haven't noticed it myself

✭✭✭✭Even if it's not I think it would be good if there were a "disease like" weapon enchantment that would effect stamina and magicka regen. It would help counter the perma-resource builds. The absorb X enchants would be a good candidate for this I think.Retired.
