Because I don't think people are viewing this with practical reasoning. I think people are viewing this with personal interests in mind rather than the bigger picture of how this could effect the overall success of a game that requires revenue to succeed.

Looking at the other thread about the new promo videos. What if they are adding voice chat to PC too. What if in doing so they remove zone text chat from PC but keep all other channels text and voice (complete hypothetical)
PC MMOs have zone chat at the most basic level. Are there volume controls with the built in VoIP? Can you invite people into your chat channel without them being in your dungeon group? Sorry, TS is not rubbish. It's extremely user friendly.

So what's the solution? Do we cut every race barring Breton and Redguard from the console version? I don't think that's a good idea. I also know that there won't be a whole lot of roleplaying, and that some people will try and enforce 'human only roleplayers' areas, and they will not succeed. Roleplaying requires text, so that the imagination can do the legwork for the voice. Voice chat is absolutely fine for PvP games where there's no lore, no culture to speak of, and no constructs in place for one to operate within. That's dandy. Though perhaps with a game that has the depth of lore of the Elder Scrolls Online, the succor of text chat would be heartily welcomed by any and every kind of console-owning roleplayer.

Voice chat ruins game immersion to me. I clearly do not sound like an argonian IRL and you probably don't sound like a Nord. I'd much rather read what you say than hear it.
That said, I do fully support using voice chat for trials and other hard end game stuffs.

I'm really not trying to doom and gloom things, but we've all seen how fickle and unpleasant consumers can be, and we know how shoddy launches historically pan out. Having said all that, I really love this game and I hope that they can salvage it.
There will be a text chat wheel for consoles at launch.
Plus i have no doubt that the vicinity voice chat is optional and can be toggled on and off for when you are feelin social or want some peace and quiet. Same goes for Guild channels and group channels.

This sums it up.
Xbox One does nothing more than forms Party chats and you can mute people in the party. This has nothing to do with what ZOS is promoting in the new video. That's the 'proximity chat' that's added to the console version of ESO. So instead of just letting XBOX handle voice, ZOS had to add voice that will take up more network traffic that console can't afford in the first place.
