Are We Getting Justice Stage 2?

Ok, so in 1.6 we were given the 'First stage' of the justice system that allows stealing and murder etc...
However at Quakecon, Paul Sage (All Praise The Sage) mentioned that they would be adding the option for players to be guards and bounty hunters with active PvP in the game. When I heard this I was so excited because I love PvP and especially small scale, open PvP which Would be SO COOL, and I think many people agree with me.

Are we getting the next part of the Justice system (If so When can we expect it?) Or was it cancelled and are people just happy with the NPC's and stealing.

Right now it's just another talking point for them to sell boxes. Just like Wrothgar, removal of VRs, Spellcrafting, Imperial City, etc.

They really backed off this one more than the others though. Siting a sticky situation on opening up PvP outside of Cyrodiil. Turns out a lot of people don't even like seeing it and a lot of PvEers enjoy the Stage 1 part of it.

Lemme let ya know how MMORPGs work.
You goto some big event, those developers really hype it up...
Crickets afterwards.

For example, Everquest, they talked about how they would make it game changing and revolutionize the gaming industry with interactive weather. Like the weather system is really good and what not..
15 expansions later, still no place with really intense weather patterns and such.
10 years since, still no game with really intense weather patterns and such.

Hype hype hype EQNext.... Still haven't got a clue when its going to get released, still no clue when EQ Landmark is going to get released.

Same thing with this game, Hype hype hype.... Leave ya clueless.

I read an article yesterday, point was, if you don't set a date to do something, the coming days are meaningless.
However, if you set in stone, some date that you claim to accomplish something... All those coming days till that point... Mean something. If you miss Monday, its a big lost because on Tuesday your going to have to pick up the slack you didn't do on Monday.

Point is, they don't make dates, there's no pressure at all, all these coming days, don't mean anything.
