Where can I transfer my pc character to console?

You can't at present. The transfer program deadline expired last week.

That was the special deal transfer. But what about people who want to do this later?

For example, my mom wants to play the game on her PS4, but I want to be able to help her. So, I want to transfer my account. However since she is still on the fence about getting the game, I am going to wait until she decides to buy it. So, can I do the transfer later?

I suspect they'll come out with that option again at some point in the future (and charge you a hefty fee for it, no doubt). But nothing at present.

If she had not given birth to me, fed me, nurtured me, raised me and put me through college, I would make her pay that hefty fee. But, alas, I am the good son, so I will have to pay what it costs.
